What is Affordable Housing?
Affordable housing provides rental homes at below market rates for individuals and families on low to moderate incomes. It’s designed to support people who may not meet the criteria for social housing but who still find the private rental market out of reach in their area.
As a Tier 1 registered Community Housing Provider (CHP), we manage affordable housing properties in line with NSW Government guidelines.
Who is it for?
Affordable Housing is for people who earn a steady income but may find that private rentals are not suitable or sustainable long term.
It is designed to support people who are contributing to their communities – whether through work, study, or care – by helping them to stay close to essential services, jobs, schools, education & training and support networks.
Eligibility
You may be eligible for affordable housing if you meet the following criteria:
- Are on a low to moderate income. Your household income must fall within specific ranges, dependent upon household size and location. The threshold changes annually – check via: NSW affordable housing income limits).
- You must be an Australian citizen or permanent resident.
- Ideally, you will already live in or have established links to the local area.
- You can live independently and show that you can sustain a tenancy.
- Do not own or co-own property or have assets that could reasonably be expected to solve your housing situation.
- You must be able to provide at least 100 points of identification.
How much does it cost?
Affordable housing is usually rented at 20-30% below market rent. This makes it more manageable than full private market rent, while still being sustainable for people who are working or studying.
How do I apply for affordable housing?
NRH manages affordable housing properties across the Northern Rivers region. All applications are managed directly by us and assessed against eligibility criteria including income, assets and housing need.
If you meet the eligibility criteria, you can submit an application once a suitable property becomes available.
1. Review the eligibility criteria, which include:
- Current residency in New South Wales (NSW).
- Be 18 years or older.
- Australian citizenship or permanent residency.
- No ownership or partial ownership of any property in Australia or overseas.
- Compliance with asset limits specific to your household type.
2. Submit your application along with required documentation, including proof of income and identification.
Following your application, we will evaluate it based on the eligibility criteria and consider your housing needs and any exceptional circumstances presented.

We understand that navigating the system of applying for housing can feel overwhelming and confusing, especially with so much information available. To help make things easier, we’ve answered some of the most common questions below.
How is rent calculated and reviewed?
Rent is generally capped at 25-30% of gross household income or set at a discounted rate based on market value – depending on the specific property and or your specific circumstances.
Rent is reviewed annually in line with market valuations. We will let you know after we have conducted your annual rent review of any changes. If you’d like to discuss anything, don’t hesitate to reach out to us.
Is there a time limit on affordable housing?
No fixed limit applies, but eligibility is reassessed annually. If you continue to meet the criteria and maintain your tenancy, you will be eligible to stay.
How long can I stay in affordable housing?
Affordable Housing leases are issued for a period of 12 months. Dependent on a tenant’s situation, leases may be offered multiples times.
What’s the difference between social housing and affordable housing?
Social housing is primarily for people with high or urgent housing need, with rent set at around 25% of household income. Affordable housing offers lower-cost rental options for people on moderate incomes, with rent capped at an agreed rate.
Can I apply for both social and affordable housing?
Yes – in many cases, applicants can be considered for both options. It may help open up more housing opportunities.
